Curriculum Vitae



PhD Dr Viktória Linder associated professor graduated in Law and State Sciences at the University of Pécs (2003), she completed her doctoral studies in the Doctoral School of the Károly Gáspár University of the Reformed Church in Hungary, Budapest and got her PhD degree in administrative sciences at the University of Debrecen (2010). Prior to that she graduated at the College for Police Officers (1987) and at the Training Institute for Foreign Trade (1994). She also completed the 2-year Training for EU-Trainers’ Programme of the Institut für Europäische Politik, Berlin and Carl Duisberg Gesellschaft, Bonn (2000).

 

She speaks German, French, English and Spanish.

 

She has worked in the public, private and civil sectors as well. Accordingly she worked for the Ministry of Home Affairs as a police officer (1979-1992), for Yamaha Atlantis Ltd (1992-1994) and Nocartex Ltd (1994) as commercial manager. She worked as general secretary for the Associations of Hungarian Film and Video Distributors (1995-1998). In the Hungarian Institute of Public Administration she worked as manager for international relations then director for the training of senior civil servants, and lastly as a research fellow in the department for administrative sciences (1998-2011) She worked for the Hungarian Official Journal Publisher as the director for international relations (2007-2010) and for the Ministry of Public Administration and Justice as a councellor (2011-2012). During decades in quite all positions she was responsible for the international relations of the employing organisations; she worked in bilateral and multirateral co-operations; e.g. she represented Hungary in the work of the European Forum of Official Gazettes and during the Hungarian Presidency of the Council of the European Union she took the chair of the Human Resources Working Group of the European Public Administration Network.

 

She redacted several scientifical journals, as e.g. the Hungarian Reviews of Public Administrative Sciences (Közigazgatási Szemle, Közigazgatás-tudományi Közlöny) and the bilingual International Journal of Public Administration in Central and Eastern Europe.

 

She has been participated in the training and furthertraining of civil servants (since 2002) and was lecturer at the Károly Gáspár University (2005-2009). She has been teacher at the Corvinus University of Budapest (from 2008-), at the Faculty of Law Enforcement of the University of Public Service (from 2010) and at the Faculty of Public Administration of the same University where she has also lead the specialized furthertraining course in public management.

 

She teaches public administration, administrative law, constitutional law, EU law and institution system as well as human resources management in civil service.

 

Her special field of research is comparative civil service and human resources management in the public sector. She has released several publications in these topics.

 

She has started to teach at the Department of Public Administration Law and Financial Law at the Faculty of Law of University of Szeged in 2012.
